Born in Paliano, in the province of Frosinone, on 5 March 1959, he is married with two children. He graduated in chemical engineering from the Sapienza University of Rome in 1984. After passing the state exam to practice as an engineer and completing his military service, he was awarded a scholarship by Italsiel.

In early 1985 he was hired as a HW/SW system engineer by Italsiel to design IT systems for the Ministry of Health and the Ministry of Public Education.

In July 1996 he was hired by the Bank of Italy as a technical services officer specialized in cyber security. He was assigned to the Projects Division, within the Property Department, to work on physical security systems, technological innovation and the functional integration of special systems.

In 2000, he was assigned to the Planning Division, where he worked on enhancing methods and IT systems for integrated planning and cost control, the transposition of public procurement legislation and drafted the rules on procurement bonuses. In 2001, he earned a post-graduate course diploma in building systems management engineering.

In 2010, he was appointed Head of the Security and Safety Division within the Property Department. Here, he oversaw the creation of the Bank's asset protection policy, the upgrade of the video surveillance systems, and the technical agreement with the Carabinieri. He was a member of the HOS-Heads of Security Central Banks network and spoke at various editions of the HOS Annual General Meeting.

In 2014, he joined the management team of the Property Directorate, where he coordinated the project for the ISO 9001 certification of the purchasing process for the Directorate General for Property and Tenders, the introduction of the Building Information Modelling (BIM) framework, i.e. the security model for the Directorate General for Currency Circulation and Retail Payments, and the anti-corruption self-assessment procedure for property disposals.

He co-authored two papers in the Quaderni di Ricerca Giuridica series: ‘La riforma delle stazioni appaltanti. Ricerca della qualità e disciplina europea’ and ‘Gli appalti pubblici tra istanze di semplificazione e normativa anticorruzione’.

In 2021, he was appointed advisor to the Ministry of Infrastructure and Sustainable Mobility, for the project to reduce the environmental footprint of its buildings. He is a member of the 'White Book' task force on hybrid work models.

In 2019, he was appointed Deputy Head of the Property Directorate, and then Head of the Directorate on 16 June 2022.
