
Francesco Giagulli has been the Head of Banca d'Italia's Directorate General for Property and Tenders since April 2025, having been its Deputy Head since June 2022.
After graduating in Economics from the University 'La Sapienza' in Rome, he worked for the Banca Nazionale del Lavoro, where he followed a managerial career path at various branches in northern Italy, gaining thorough knowledge of the services and organization of the banking business.
In 1992, he was hired as a director by Banca d'Italia and has spent his entire career there in the Property Area, taking on roles with increasing responsibility before becoming Head in 2019.
He has contributed to setting up and implementing various complex organizational interventions over the years for the property area. He managed the transfer of Banca d'Italia's investment property to Sidief Spa. As part of this, he followed the whole start-up phase for the new company, coordinating the Bank's staff that were seconded to the investee company, achieving business continuity in the management of the transferred assets.
Over the years he has dealt with all the property purchases and sales on behalf of the Bank, for both residential and institutional purposes. He was Tender Manager for the consulting services contract for the sale of the Bank's real estate that was no longer required for institutional purposes. Upon termination of the contract, in defining the strategies for optimizing the value of the real estate assets, he oversaw the adoption and definition of structured internal procedures for the disposal of said assets, ensuring the transparency and impartiality of the process. He personally conducted many of the negotiations with buyers.
He drew up and concluded the purchase of the building plot for the Bank's new Data Centre.
He has gained considerable experience in managing the Bank's real estate market all over Italy and at its foreign Delegations, and in facility management, physical safety, business continuity, meeting ESG objectives, artistic heritage, and tenders for work, services and supplies. Over time, he has acted as Project Manager or Tender Manager in some instances of procurement.
In this connection, he personally liaises with all the different institutional parties involved.
He has been a speaker in several conferences on property management.
He is a member of the Eurosystem Heads of Administration Conference.
