Francesco Lozupone
Head of the IT Planning DirectorateBorn in Taranto on April 11, 1965, he is married and has two children. In 1991, he graduated with honors in Electronic Engineering from the University of Bari with an experimental thesis in optoelectronics and qualified as a professional engineer.
After completing his military service, in 1992 he was hired by IBM, where for about six years he worked on the design and development of management software, gaining expertise both in technical aspects and in business process analysis.
In 1998, he joined Banca d'Italia and was assigned to the Application Development Division of the Information Processing and Systems Directorate. Over the years, he promotes and coordinates numerous projects aimed at renewing and streamlining various applications, including solutions for the management of expenditures, budgeting, real estate, and banknote production. In this context, he builds solid experience in process analysis and in managing highly complex projects.
In 2018, he was appointed Head of the IT Programming Division of the IT Planning Directorate. During this period, he promotes a complete overhaul of the system for prioritizing and monitoring IT initiatives in the Portfolio; serves as secretary to the Committee on Information Technology and provides operational support for coordinating the Directorate General for Information Technology's activities at international venues and within the ESCB; and ensures the development of the methodology for IT risk analysis and the delivery of technical-specialist training.
In 2023, he was appointed Deputy Head of the IT Planning Directorate. In this role, in addition to overseeing the management of the initiatives in the Portfolio, he oversees the preparation of IT Function's budget, defines the Banca d'Italia's IT architecture, adopts strategies to counter cyber threats, and manages the development of research activities in the field of advanced technologies.
As of July 3, 2025, he is the Head of the IT Planning Directorate.
