Intecs Solutions SpA - a FinTech operator in partnership with Banca Cambiano, an Italian bank, and FlowPay, an Italian payment institution, pursuant to Article 5, paragraph 1, point c) of Ministerial Decree 100/2021.
Implementation of an automated tool for monitoring open banking interfaces and for measuring the continuity and quality of open banking services in a production environment, for a maximum duration of 14 months.
Test completion report. Sandbox testing has been completed for the project submitted by Intecs Solutions SpA - implementing an automated tool for monitoring open banking interfaces offered by account-servicing payment service providers (ASPSPs) to third-party service providers (TPSPs). The proposed tool is intended to assess the quality and continuity of open banking services against applicable standards, and to measure error tolerance. The test has been conducted with FlowPay, a payment institution, as TPSP and with Banca Cambiano, a bank, as ASPSP. It has found benefits in terms of greater efficiency in checking the functioning of open banking operations. More specifically, the overall feedback from the institutions involved in the test is especially positive as regards the effectiveness of this technology and its limited impact on their business operations.
On the whole, bearing in mind that this assessment has inherent limitations because of the experimental nature of the project, there is no evidence to rule out that this solution can, in theory, operate outside the sandbox environment if it is marketed in the future, subject to compliance with all applicable regulations.
