He was born on 13 September 1958 and graduated in Law from the Sapienza University, Rome in 1982. He joined the Bank of Italy in 1983 and was assigned to the Milan Branch where he worked in banking supervision.

He moved to the Bank of Italy's headquarters in Rome the following year, where he began a professional career in human resource management, progressing to managerial roles. He was responsible for allocating staff among directorates and branches; staff performance appraisal and development; management systems analysis and planning for the needs of the Bank's personnel.

He has held numerous positions over the years, including: member of the committees for promotions and external recruitment, and more recently, Chairman of the External Selection Committee for hiring administrative staff; part of the interdepartmental task forces for drawing up proposals on strategic planning for the Bank of Italy; member of working groups on the quality of services provided by the Bank to individual users and on the Bank's social responsibility.

From 2006 to 2012 he was a member of the Bank of Italy's equal opportunities committee.

From 2013 to 14 March 2017 he was seconded to the Italian Insurance Supervisory Authority (IVASS), where he was Head of the Human Resources Directorate.

On 15 March 2017 he returned to the Bank of Italy to become Head of the Banknotes Directorate.

On 24 March he became Deputy Director General for Human Resources, Communications and Information.
