
Born in Foggia on 24 Agoust 1963, he graduated with honours in Law from the University of Bari, subsequentily becoming licensed as a lawyer. He has been serving at Banca d'Italia since 1991. After being hired, his first assignment was at the Bank's branch in Parma. Shortly thereafter, he was assigned to the Banking and Financial Supervision Area, dealing with the supervision of banks.
In 2003, following the law changes on public procurement, he began to deal with public contracts, progressing to managerial roles. His responsibilities have focused on conducting a comprehensive review of internal regulatory and operational processes and fostering the development of professionalism at Banca d'Italia also through comparison with other organizational models.
Following the centralization of the procurement function within the Tenders Directorate, he promoted and coordinated the integration and optimization of practices within the Bank. He also initiated staff exchange programs and collaborations with other institutions to share the Bank's expertise with other entities, also to manage joint procurement at national level and within the Eurosystem. In 2019 he was appointed Deputy Head of the Tenders Directorate and then Head of the Directorate from November 2023.
He has been member of the Bank of Italy's recruitment boards for new graduates. He has authored articles and papers on public contracts and has delivered lectures on public contract law at several conferences. In 2022, on behalf of the Bank, he participated in the work of the Commission, chaired by the Consiglio di Stato, responsible for drafting the new Public Contracts Code.
