No. 1016 - Do incentives and organizational innovations affect the performance of public administrations? Lessons from the Italian NRRP
The paper analyses the effects of the organizational innovations and incentives for public administrations introduced by the National Recovery and Resilience Plan (NRRP) on their ability to deliver public works projects. The assessment is based on a comparison between contracts related to the NRRP and those outside its scope and uses data from the National Anti-Corruption Authority on public works tenders for the period 2016-2023 and data on the progress of the projects from the National Joint Commission for the Italian Bilateral Construction Funds (Casse Edili).
The innovations introduced by the NRRP accelerated the awarding of public procurement contracts, owing to the close link between the disbursement of funds and the achievement of the objectives, as well as to the qualification system for contracting authorities. The implementation phase was characterized by a rapid start of construction projects, while their overall duration was similar to that of projects not included in the NRRP. The management of NRRP projects did not delay the awarding of contracts outside the scope of the NRRP.
