He was born in Ferrara in 1961 and graduated in Economics and Business from the University of Bologna in 1987.

After working in a savings banks for nine years, he joined the Bank of Italy in 1992 at its Head Office in Rome, where he participated for almost a decade in the regulatory reform processes of the time. Specifically, he was involved in drafting the implementing provisions for the Italian Consolidated Law on Finance, the production of regulations on the balance sheets of financial institutions, and the transposition of EU directives on investment services and collective asset management. In the early 2000s, he was involved in overseeing several innovative initiatives in the asset management sector: hedge, reserved, closed-end real estate, and private equity funds.

In 2008, he was included in a wide range of activities stemming from the merger of the former Italian Foreign Exchange Office into the Bank of Italy; he was appointed manager and, in 2010, took charge of the unit responsible for the lists and controls carried over from the former Office. He contributed to rationalizing the sector, especially by helping to manage the transition to the new register of financial intermediaries, starting to monitor the new sector of microcredit operators and overseeing the establishment of the independent Agents and Brokers Organization (OAM) and Small Loan Guarantee Consortiums Organization (OCM).

In 2018, he became Head of the newly established unit for the supervision of Payment Institutions and Electronic Money Institutions. In February 2019, he was appointed Deputy Head of the Financial Supervision Directorate, of which he became Head in December 2022.

Over the years, he has greatly diversified his experience and skills taking on increasing responsibilities, being involved in inspections and decision-making committees on supervisory measures, chairing recruitment committees, representing the Bank of Italy at conferences and public initiatives, working with other Authorities, and publishing articles.
