He was born in Rome on 7 March 1959 and graduated with honours in Political Science, with a concentration in Economics, from 'La Sapienza' University of Rome in 1983.

After working for communication and market research companies, he joined the Bank of Italy in 1986, at the Milan branch, where he performed on- and off-site supervision.

In 1991, he was assigned to the Banking and Financial Supervision Area of the Bank's Head Office; in the Banking Supervision Department, he was involved in the coordination of decentralized supervision, becoming Head of the Decentralized Banks Division in 2003.

In 2008, he was appointed as the manager of the Branch Liaison Sector of the Area Coordination Unit, and was made Deputy Head of the Unit in 2012.

On 27 January 2014, he was appointed Head of the Coordination and External Relations Directorate, later renamed the Financial Supervision Coordination and External Relations Directorate, where he liaised with other Authorities and Institutions and managed supervisory methodologies, statistical and IT support, the supervision of decentralized less significant institutions and, starting in 2016, administrative sanctions.

In January 2014, he was also made Head of the Secretariat to the Interministerial Committee for Credit and Savings at the Ministry for Economy and Finance (MEF), where up until 2020, he assisted the Secretary (the Director General of the Treasury) in performing the functions attributed by law to the Minister for Economy and Finance as committee chair.

In April 2015, by decree of the Minister for Economy and Finance he was appointed as an alternate member of the Financial Security Committee, where he was involved in monitoring the functioning of the money laundering and terrorist financing prevention and sanction system, and in combating the laundering of proceeds from criminal activities and from the activity of countries that threaten international peace and security.

From 19 November 2018 to 14 September 2020, he was Head of the Supervisory Institutional Relations Directorate, where he continued to work on issues linked to legality of the banking and financial system, managing relations with the Judicial Authorities, the investigatory and intelligence authorities, while at the same time expanding the Directorate’s portfolio of activities with the addition of management of the licensing function, operation of the anti-money laundering function, and establishment of a structure responsible for following the development of technological innovation in the financial field (i.e. FinTech) for supervision.

In September 2020, he was appointed Head of the Financial Supervision Directorate, where he directs the supervision of financial operators, asset management, investment services, and payment and e-money institutions in the context of the twin transition to a digital and sustainable economy.

On 9 December 2022 he became Deputy Director General for Consumer Protection and Financial Education.

He has conducted technical assistance initiatives to help supervisory authorities in Eastern Europe, Latin America and China regarding cooperative credit banks, and the regulation and supervision of small banks. He has been involved in combating the financing of terrorism at international level; specifically, he provided support to the Counter ISIL Finance Group in its battle against the financing of the terrorist organization Daesh (ISIS).

He is the author of many essays on banking supervision.
