He was born in Rome on 30 September 1969 and is married with two children. He has been Head of the Tax Directorate since 1 December 2019.

He graduated with honours in Economics from the LUISS ‘Guido Carli’ University in 1994, with a thesis on corporate finance. In 2001, he took courses in finance at the London School of Economics. He is a certified auditor and accountant.

After working for a management consulting firm and as an accountant, he began working at the Bank of Italy in 1997 in the Tax Department where in 2012 he became Head of the Tax Analysis Division and in 2018, he became a member of the managerial team.

He is involved in the analysis of national and international tax issues and he has taken part in the drafting of various Italian and European fiscal regulations, especially with regard to the taxation of banks and other intermediaries, of markets and of financial instruments, and to the adaptation of Italy’s corporation tax system following the introduction of the International Accounting Standards (IAS). For the Bank of Italy, he has collaborated on defining the tax aspects of bank resolutions and crisis management and for the National Resolution Fund.

He took part in the work that led to the introduction of supplementary pensions in the Bank in 2001; from 2004 to 2013, he was a member of the Supervisory Committee for the supplementary pension fund. He has been a member of the selection committees for internal and external recruitment at the Bank of Italy.

He represents the Bank of Italy in national (Ministry of Economy and Finance) and international forums (European Commission, International Monetary Fund). From 2004 to 2006, he took part in the work of the High Commission on fiscal federalism at the Department of the Treasury.

He has written papers on international and comparative taxation, as well as on taxation systems for intermediaries, markets and financial products, which have been published in national and international books and journals. He has been a speaker at conferences and seminars in Italy and abroad and has taught courses at undergraduate and postgraduate level at Italian universities.
