The analysis presented in this Report is the result of a collaboration between the Department for Digital Transformation within the Presidency of the Council of Ministers, ANCI and Banca d'Italia. This cooperation has brought together different perspectives and methodologies, enabling a more robust interpretation of the information available while streamlining data requests to municipalities.

The Report's main contribution is to provide an up-to-date and comprehensive overview of the state of digital transformation in Italian municipalities, highlighting progress achieved, key challenges and differences related to municipal size. The availability of data collected using consistent criteria over time makes it possible not only to monitor developments, but also to identify the factors associated with stronger performance and to better target initiatives in support of local administrations. In this context, Banca d'Italia contributes its expertise in economic and territorial analysis, helping to interpret the evidence and deepen understanding of the drivers shaping innovation paths.
