The Fourth Call for Proposals is dedicated to the following theme:

Technological innovation for the resilience, trustworthiness and efficiency

of banking, financial, payment and insurance services

Proposals for solutions - relevant to the Italian market, including within the broader European context - aimed at addressing systemic issues affecting the security, trustworthiness and efficiency of banking, financial, payment and insurance services. Such solutions should complementarily enhance both the user perspective - in terms of ease of access, identity protection, security and inclusion - and the operators' perspective, with regard to process efficiency, risk management and the development of robust, interoperable solutions that comply with the applicable regulatory framework.

Application area 1: Solutions for security, trustworthiness and user experience quality Innovative solutions aimed at addressing systemic issues relevant to user security and protection, such as fraud, digital identity and reliable access to services, thereby enhancing trust in the use of banking, financial, payment and insurance services and making them more accessible, reliable and inclusive.

Application area 2: Solutions for risk management and operational efficiency Innovative solutions aimed at addressing systemic issues affecting resilience, operational efficiency and the ability of operators to manage risks in the banking, financial, payment and insurance sectors.

How to apply

The Fourth Call for Proposals is structured into three separate sessions.

Applications for each session may be submitted according to the following schedule:

  • First session: from 12:00 p.m. (Italian time) on 5 October 2026 until 12:00 p.m. (Italian time) on 5 November 2026;
  • Second session: from 12:00 p.m. (Italian time) on 14 December 2026 until 12:00 p.m. (Italian time) on 21 January 2027;
  • Third session: from 12:00 p.m. (Italian time) on 1 March 2027 until 12:00 p.m. (Italian time) on 1 April 2027.

The application for participation may be submitted via the online platform available at: www.milanohub.bancaditalia.it

Procedure of selection

For each session, the applications received will be subject to a separate review and assessment.

Applications will be evaluated by a panel appointed by Banca d'Italia after the deadline of each session for the submission of applications.

Participants whose applications have been admitted to the evaluation phase shall be required to attend an interview conducted by the panel.

Projects are evaluated on the basis of the information provided and of the interview according to four criteria:

  • 'Relevance', measures the extent to which the proposed project initiative is relevant to the application area for which the application has been submitted;
  • 'Suitability' measures the consistency of the project with the institutional purposes of Banca d'Italia;
  • 'Value', includes the following sub-criteria: system relevance and scalability, innovation, completeness, sustainability;
  • 'Practicability', includes the sub-criteria of feasibility, measurability and security.

For each session, the outcomes of the evaluations will be communicated in accordance with the timelines and procedures set out in the Provisions for the fourth Call for Proposals.
