Procurement has gained strategic importance in the pursuit of spending efficiency by resorting to selection procedures that are widely open to the market. Public procurement must meet cost-efficiency, transparency and equal treatment criteria, while minimizing disputes and legal risks and paying adequate attention to environmental issues. This requires an appropriate design of the internal procedures and organization to ensure good results for the various departments//units// involved.

This course illustrates the features and functions of the different types of selection procedures used at Banca d’Italia, while taking into the account the legislative framework and the roles and responsibilities of the stakeholders involved in each step of the procurement process. The webinar also delves into contract planning and execution, given the importance of these phases in procurement management, as well as an overview of the Bank's specific experience in centralized public procurement at national and international level.

The organizational choice of creating a single procurement unit - the 'global buyer' - and the technological instruments used (a dedicated online procurement platform) are designed to achieve these objectives; the course explores their development and their current and future role, also with reference to operational risk management and anti-corruption safeguards.
