He was born in Sulmona on 16 July 1964. 

He graduated with honours in Law from the Università La Sapienza di Roma in July 1988 and wrote a thesis on civil law under the guidance of Professor Pietro Rescigno.

He completed his military service as an Officer in the Carabinieri Corps and then qualified to practise law.

He joined the Bank of Italy in November 1991 and was assigned to the Banking and Financial Supervision Area. 

He has been a Manager since 2006, with increasing responsibilities in the fields of banking and financial crisis management and resolution, supervision of deposit guarantee schemes, combating money laundering and the financing of terrorism, handling relations with the judicial, investigative and administrative authorities and granting banking licenses and market access, sanctioning procedures, financial innovation, computational and statistical support within the Directorate General for Financial Supervision and Regulation.

He was involved in drawing up the rules and regulations for crisis management and anti-money laundering and he took part in the preparation and transposition of a number of EU directives and in working groups of the UNCITRAL and the Basel Committee on Banking Supervision.

In February 2017, he was appointed Deputy Director of the Resolution and Crisis Management Unit, and in this role he has represented the Bank of Italy on the Resolution Committee of the European Banking Authority. 

He has been Head of the Supervisory Institutional Relations Directorate since September 2020. In this role he served as Head of the Secretariat of the Inter-ministerial Committee of Credit and Savings (CICR) and represented the Bank of Italy on the Financial Security Committee of the Ministry of Economy and Finance and on the Standing Committee on anti-money laundering and countering terrorist financing.

Since January 2023 he is the Director of the Resolution and Crisis Management Unit. In this role he is a member of the Single Resolution Board and of the Resolution Steering Group of the Financial Stability Board.

He has published a number of works on banking and financial crises and on anti-money laundering. He has spoken at conferences and study meetings and led training workshops. He has taught courses on banking law at the universities of Macerata and Venice and has also taught at the LUISS G. Carli University in Rome.
