Born in Rome on 3 March 1960. In 1984, he graduated with honors in Electronic Engineering from "La Sapienza" University of Rome with an experimental thesis on the processing of two-dimensional geophysical signals.

After completing his military service as an officer in the Army's Anti-Aircrafts Artillery speciality, he worked in the defence industry, taking part in international projects in Europe, the Middle East, and the United States.

In July 1991, he joined Banca d'Italia and was assigned to the Application Development Division of the Information Processing and Systems Directorate, where he worked on various projects, including the new securities clearing system for the Italian market (LIQTIT), applications for screen-based markets for Italian bonds and the Automatic Teller project for the Bank's branches. From 1996 to 1999, he worked on the European payment system TARGET project and the adaptation of national procedures to the new Euro currency.

In 1998, transferred to the Payment Systems Directorate, where he participated in Banca d'Italia's Y2K initiatives and the new Italian RTGS system (BIREL). From 2003 to 2007, he actively contributed to the design and migration of the TARGET2 system.

From 2007, until it went into production in 2015, he held various responsible roles in the TARGET2-Securities (T2S) project, including managing testing and migration activities. In 2017, he chaired the working group for the implementation of the Cyber Resilience Framework in TARGET services.

From 2017 to 2019, he was a member of the TARGET Instant Payment Settlement System (TIPS) Project Management Committee. Starting from 2006, he was Deputy Head of the Eurosystem Market Infrastructures Division until 2018, when he became Head of the Division.

In 2020, he was appointed 4CB Central Manager for Operations, responsible for the operation of all TARGET services on behalf of the central banks that have developed and operate these infrastructures for the Eurosystem (Banca d’Italia, Deutsche Bundesbank, Banque de France and Banco de España), also chairing the Project Management Committee of the new T2 system.

From 2022 to 2024, he was Deputy Head of the Payment Systems Directorate and became a member of the Project Steering Group, representing the Bank in the Eurosystem's project for the implementation of a Digital Euro.

In September 2024, he was appointed Head of the newly established Digital Euro Unit, reporting directly to the Governing Board, with the task of promoting and coordinating the Bank's engagement strategy in the Digital Euro project.

Throughout his career, he has held many positions within the Eurosystem, participating in working groups and committees at the European Central Bank, as well as study visits and assistance programs for European and non-European central banks.
