Eurosystem consults on draft oversight frameworks for credit transfer and direct debit schemesBy 10 November 2009

The Eurosystem has begun a public consultation on two documents ("Draft oversight framework for credit transfer schemes" and "Draft oversight framework for direct debit schemes") that provide the oversight frameworks for credit transfer and direct debit schemes in the context of the Single Euro Payments Area (SEPA). The documents take into account the Eurosystem indication for the harmonised approach to oversight as developed in the document "Harmonised oversight approach and oversight standards for payment instruments".

Once these frameworks have been finalised, will be developed a common assessment methodologies for credit transfer and direct debit schemes which will be applied to SEPA schemes and to other national (i.e. non-SEPA) schemes, if national central banks deem it appropriate.

The consultation documents can be downloaded from the ECB's website (see link below).

Interested parties are invited to comment on the drafts by 10 November 2009. Any comments received will be made public on the internet, unless it is clearly indicated that the author does not consent to such publication. The Banca d'Italia will serve as contact point for Italy and will provide further information and clarification, if needed.
