The Bank of Italy is responsible for compiling Italy's balance of payments and international investment position statistics pursuant to Article 11(1) of Legislative Decree 195/2008 (published in the Gazzetta Ufficiale della Repubblica Italiana, No. 291 of 13.12.2008). To this end, the Bank uses a data collection system centred around business surveys ('direct reporting').

Compiling external statistics enables Italy to meet its statistical obligations vis-à-vis the European Central Bank, the European Commission, the International Monetary Fund and other international organizations.

Direct reporting is regulated by the Bank of Italy measure issued on 16 February 2016 (published in the Gazzetta Ufficiale della Repubblica Italiana - Serie Generale No. 50 of 1 March 2016) and subsequent amendments made to it (published in the Gazzetta Ufficiale della Repubblica Italiana No. 152 of 1 July 2019).

Every care has been taken to lessen the burden imposed on reporting firms. Dedicated help desks and web interfaces for data entry and submission have been set up to support them.

The data will be processed in compliance with the rules on the protection of personal data currently in force (Legislative Decree 196/2003) and will be published in aggregate form only.

Statistical reports are compulsory pursuant to Article 11(1) of Legislative Decree 195/2008. Under Article 11(6) of the Decree, failure to submit them is punishable by a pecuniary administrative sanction of between €500 and €10,000.

A remote execution system called REX is available that allows authorized users to process survey data remotely.
