Procurement has gained strategic importance in the pursuit of spending efficiency, and key to this are widely open sourcing processes. Public procurement must meet cost-efficiency, transparency and equal-treatment criteria, while minimizing disputes and legal risks and paying adequate attention to environmental issues. This requires smooth internal procedures and a strong organization that can ensure good results across departments.

This seminar illustrates the features and functions of the different types of sourcing procedures used at Banca d'Italia, as well as the legislative framework and the roles and responsibilities of the stakeholders involved in each step of the procurement process. The seminar also delves into contract planning and execution, given the importance of these phases in procurement management, and provides an overview of the Bank's specific experience in centralized public procurement at national and international level.

The pillars of this system are a single procurement unit - the 'global buyer' - and technology, with a dedicated online procurement platform; the course explores their development and their current and future role, also with reference to operational risk management and anti-corruption safeguards.
