Pigou or Hobbes? Budgetary choices of local governments in ItalyRome, 14-15 November 2011

A reflection on the role of political variables and institutional aspects for identifying the determinants underlying the dynamics of spending, taxing, and borrowing by local governments is particularly urgent for Italy, in the light of the ongoing decentralization process. Moreover, for the Italian case, the empirical evidence is still sparse and fragmentary. The workshop was aimed at filling this gap. Several papers on the political economy of local public finance were discussed, with a focus on the Italian institutional peculiarities. The results should be helpful in informing the public debate and public policies on these issues in the next years.
