Born in Cremona in 1899, he was an official of Banco di Roma; from 1932 he was Deputy Director General of Istituto mobiliare italiano. In 1933 he was appointed Administrative Manager and three years later General Manager of Stet, the holding company created by IRI for the telephony sector. In 1937 he moved to Finmare.

In June 1947 he was appointed Deputy Director General of the Bank of Italy and Director General the year after. He left the Bank in 1959 to head the European Investment Bank, a position he held until 1970. Died in 1976.
