He was born in Rome on 27 March 1960 and  is married with four children. He studied at the Faculty of Economics and Business at Rome University, graduating with honours in 1984 with Professor Federico Caffè. In 1984-85 he completed a course in economics and business management at the Adriano Olivetti Institute of Ancona. He was awarded the Marco Fanno study fellowship funded by Mediocredito Centrale for 1985-88 and was  assigned to the Economics Department of the Massachusetts Institute of Technology, Cambridge (MA). From November 1992 to January 1993 he was visiting scholar at the Department of Industrial Relations at the London School of Economics and, in the winter of 2005, at the Burch Center for Tax Policy and Public Finance of the University of California, Berkeley.

He has been Head of the Treasury Services Directorate since July 2022.

In 1987 he joined the Public Finance Division of the Bank of Italy’s Economic Research Department. Among his various assignments, he was in charge of the State Budget and Public Debt Policy Office (1993-2000) and of the Public Finance Division (2007-2015). He took part in a project run by the State Accounting Office aimed at improving public finance models and forecasting (2015-16). He was Director of the National Agency for Assessing the University and Research System (2016-19) and Deputy Head of the State Treasury Service (2020-22).

He has also represented the Bank of Italy in the permanent working group of public finance experts of the European System of Central Banks.

He delivered the European Economy course along with Marcello Messori and Riccardo de Bonis at the Libera Università Internazionale degli Studi Sociali ‘Guido Carli’ in the academic years 2015-16 and 2016-17.

He has written numerous articles for Italian and international journals (including the European Journal of Political Economy, Fiscal Studies, Journal of Policy Modeling, FinanzArchiv, Applied Economics Quarterly, Public Finance and Management, PSL Quarterly Review, Politica Economica, and Diritto ed Economia), on the effects and determinants of budget policies and on numerous public finance issues.
