Born in Rome in 1962, he graduated cum laude in Electronic Engineering from the University of Rome La Sapienza in 1985. He published scientific research papers on logic network design and parallel computing. He qualified as a professional engineer with the highest marks and obtained a PhD in Economic-Managerial Engineering from the University of Rome Tor Vergata.

After completing his military service as an officer in the Army Technical Corps, he worked in the aerospace industry, taking part in international projects.

In 1988, he joined the Bank of Italy and was assigned to the Information Technology Directorate where he coordinated projects for the evolution of networks and the security systems. He participated in the design and implementation of the IT systems of the European System of Central Banks and of the Single Shared Platform for TARGET2. He participated in working groups at the European Central Bank.

In 2009, he was assigned to the IT Operations and infrastructure Directorate as Head of the Infrastructure Support Division. In 2012, he was appointed Head of the Infrastructure and Security Division of the IT Innovation and Development Directorate. He participated in security-related working groups at the Bank for International Settlements.

From 2017 to 2020, he was the Head of Information Technology at Consob. He promoted digital transition, improved the cybersecurity, introduced artificial intelligence systems and innovated the collecting and processing of the financial transactions for supervisory purposes.

Returning to the Bank of Italy in the Directorate General for Information Technology, in July 2020 he was appointed Deputy Head of the IT Planning Directorate. He dealt with innovation and cybersecurity issues and coordinated the experimental activities for the development of the digital euro.

Since the 9th December 2022, he is the Head of the IT Operations Directorate.
