Born in Salerno on 12 April 1953. In 1975 he graduated in Political Science (with honours) from the University of Naples. He took part in a CNR research project on the economic history of the Kingdom of the Two Sicilies and in 1976 attended a post-graduate course at the "Scuola di Sviluppo Economico" in Rome. In the same year, he was hired by the Chamber of Commerce of Alessandria to be head of their library and responsible for all publications. He was appointed staff representative on the Board of Directors.
In 1978 he joined the Bank of Italy and was assigned to the Novara Branch. The following year he was transferred to the Banking and Financial Supervision Area, covering several positions through 2008. In 1993 he was appointed head of the Supervisory Methods and Procedures Division and was in charge, among other things, of revising the methods of analysis used in supervision; he was also concerned with financial institutions' internal control systems and IT system analysis. In 1999 he was appointed head of the Technical Secretariat overseeing Y2K. In 2002 he was assigned to the Supervision Inspectorate where he carried out numerous on-site inspections of major banking groups, including for the validation of their internal models.
In August 2008 he was promoted Senior Manager and appointed Deputy Head of the Market and Payment Systems Oversight Directorate, of which he became Head on 2 January 2013. In recent years, he has overseen the introduction of the Payment Services Directive in Italy, the adoption of the Single European Payments Area and, more generally, the reform of the market and payment systems area and the revision of regulations on post-trading.
He has represented the Bank in several international groups on statistical reporting, on the drafting of guidelines and on amendments to prudential regulations. He is currently a member of the Committee on Payment and Settlement Systems - BIS (CPSS), the Payment and Settlement System Committee (ESCB), SecurePay (set up to analyse the security of online transactions), and the OTC Derivative Regulators' Forum.
He has gained considerable experience in the field of technical cooperation and assessment of international supervisory principles in the course of missions on behalf of the International Monetary Fund.
He has written numerous papers on banking supervision. Married, with three sons, he and his wife support a voluntary association.
