He was born in Rome on 7 September 1956 and is married with two children.

In 1979 he graduated with honours in Law from the Università degli Studi di Roma ‘La Sapienza’, presenting a thesis on civil law, and subsequently practiced law.

He joined the Bank of Italy in 1980 and worked at the Mantua branch for two years, mainly in banking supervision, followed by a year at the Foreign Exchange Office in the Milan branch where he monitored illegal foreign exchange transactions.

He moved to Rome in 1983 and worked for the Bank Supervision Department, where he took part in increasingly important and complex inspection assignments.

In 1986 he was assigned to the Expenditure Analysis and Verification Department where, over the years, he worked in all areas, becoming Head of the Expenditure and Budget Analysis Division and then of the Expenditure Rules and Procedures Division. During his long career there he automated the inventory of goods and contributed to the introduction and development of budget, analytical accounting and management control methodologies.

As an expert in expenditure, he has carried out, among other things, the duties of the Secretary of the Commission for expenditure, responsible for monitoring expenditure, and promoted and coordinated various schemes for the integrated automation of the expenditure process phases from planning to payment: in connection with this he was the administrative officer firstly for the ASPIS project, which from 1994 to 2001 progressively automated the expenditure of all areas of the Bank and then, from 2007 to 2010, for the SIPROS project, which used an ERP system for integrated cost management. Up until 2010 he oversaw the drawing up and updating of rules for expenditure. He has been involved, on different levels, with several reorganizations of the accounting, expenditure and fiscal control functions.

He has been an auditor at the EIEF (Einaudi Institute for Economics and Finance) since December 2007. In 2011 he was appointed Deputy Head of the Planning and Controls Directorate. In 2014 he was appointed Deputy Head of the Tenders Directorate, a structure that was recently created as a single central authority for works, services and supplies contracts for the Bank as a whole.

He has been Head of the Tenders Directorate since 1 February 2017.
